Chemical Engineering Partners to Build Re-Refinery in Vietnam

Chemical Engineering Partners (CEP) announced the signing of a contract with VN Oil of Ho Chi Minh City, Vietnam to build a used oil re-refinery in Vietnam. This facility will be the first of its kind in Vietnam; it will treat used oil and produce API Group II base oil, combining two purposes in a single plant. "We are pleased to increase our global clients by bringing the CEP Process to Southeast Asia,” said Joshua Park, president of CEP.

The plant will be located in Hiep Phuoc Industrial Park (approximately 14 kilometers from downtown) Nha Be District, Ho Chi Minh City, Vietnam.The development will cover approximately 50,000 m2.

VN Oil has contracted CEP to design the plant, which will have a feed capacity of 69,000 MT/Year producing approximately 50,000 MT/Year of base oil. The facility will employ state-of-the-art technology developed by CEP in various successful refineries completed throughout the world, including recently completed projects in Brazil and Kansas (United States).

Van Huu Nguyen, chairman of VN Oil, expressed excitement to bringing this high-tech technology to Vietnam and said, "We are proud to contribute to the environment protection of Vietnam through used oil treatment while at the same time contributing to the industrialization and modernization of the nation with production of API Group II base oil.” VN Oil believes the re-refinery will help the country reduce approximately 12% of its import rate of base oil, which is currently 100% imported. CEP hopes to contribute to Vietnam’s growing oil industry with state-of-the-art re-refining technology and a plant that can provide jobs to the Vietnamese people.

The signing of the VN Oil contract comes on the heels of the successful start-up of CEP’s new LWART re-refinery in Brazil. The LWART plant is the largest re-refinery of its kind in South America and only producer of API Group II base oil in the region.

The VN Oil re-refinery in Vietnam is projected to start up by the end of March 2015.

Engineering, Procurement, Construction and Management (EPCM) will be performed by Govind Development, LLC (GDL), a U.S. company located in Texas.

CEP is regarded as the global leader in the re-refining technology. CEP’s re-refining process (CEP Process) is environmentally friendly that its process not only "regenerates” the used oil but also reduces the overall CO2 emission when compared to burning the used oil. CEP is responsible for licensing the re-refining technology to third parties. The CEP Process produces API Group II base oils. These base oils have been tested and certified by API.
