NORA Member Chemical Engineering Partners to Open First Group-II Lube Base Oil Plant in Bangladesh

NORA member Chemical Engineering Partners (CEP), California, USA and Lub-rref (Bangladesh) Limited, Chittagong, announce the signing of a contract to build a Lube Base Oil re-refinery in Chittagong. This facility will be the first of its kind in Bangladesh; it will treat used lube oil and refinery by-products combining two purposes in a single plant. "We are pleased to increase our global clients by bringing the CEP Process to this Southeast Asian country” said Joshua Park, CEO/President of CEP.

The plant will be located in JULDA Mouza across the river of Karnafuly, Chittagong, Bangladesh. The development will cover approximately 50,000 m2 land backed by similar space for an Oil Terminal.

Lub-rref (Bangladesh) Limited has contracted CEP to design the plant, which will have a feed capacity of 69,000 MT/Year producing approximately 50,000 MT/Year of Group-II Lube Base Oil. The facility will employ State-OfThe-Art Green Technology developed by CEP in various successful re-refineries completed throughout the world, including recently completed projects in Brazil and Kansas (United States) and one under design in Saudi Arabia.

Process Design and Technology License agreement between Chemical Engineering Partners (CEP), USA and Lubrref (Bangladesh) Limited was signed on the 2nd of March-2017 in the Ball Room of The Westin Hotel where in Janab Annisul Huq, Mayor Dhaka North City Corporation was present as a Chief Guest, while Janab Md. Abu Abdullah, Director General, Bangladesh Accreditation Board (BAB) were Special Guests, Eduardo Garcia, Economic/Commercial Officer, U.S. Embassy, Dhaka, as a Guest of Honor, Mr. Joshua Park, CEO, President, Chemical Engineering Partners of USA, Janab Mohammed Yousuf, Managing Director, Lub-rref (Bangladesh) Ltd and other high officials were also present.

Mohammed Yousuf, Managing Director of Lub-rref (Bangladesh) Limited, expressed excitement to bringing this high-tech green technology to Bangladesh and said, "We are proud to contribute to the environment protection of Bangladesh through used oil & refinery by-product treatment at the same time contributing to the industrialization and modernization of the nation with production of API Group II base oil.” Lub-rref (Bangladesh) Limited believes the re-refinery will help the country reduce approximately 50% of its import of Base Oil out of the 100,000 M.T requirement PA import. CEP hopes to contribute to Bangladesh’s growing oil industry with state-of-the-art rerefining technology and a plant that can provide jobs to the Bangladeshis people & transfer technology to Bangladesh, a country with no prior exposure to this technology. 

The signing of the Lub-rref (Bangladesh) Limited contract comes on the heels of the successful start-up of CEP’s new LWART re-refinery in Brazil. The LWART plant is the largest re-refinery of its kind in South America and only producer of API Group II base oil in the region.
