Dan Cowart, President
Aaron Oil Company Inc

Dan Cowart was NORA’s second president in 1994 after being one of NORA’s earliest members and serving as a board member and on numerous committees over the years including the management standards committee that worked directly with the EPA in developing the “Used Oil Management Standards” (420 CFR 279).

Dan is currently serving the industry as the president and founder of the international used oil research institute in Washington, D.C. Where he and his team work with researchers, manufacturers, regulators and other industry stake holders to identify, develop, and establish the best practices and best technologies for the used oil recycling industry. The International Used Oil Research Institute is a non-profit private foundation established in 1995.

Dan is also CEO of Aaron Oil Company, Inc. located in Mobile, Alabama; Aaron Oil Company is certified under ISO 14001 and 18001 and has been a full service used oil recycling and petroleum reclamation company for over 35 years.

He is considered by many to be one of the industry’s leading experts and one of the most experienced operating managers still active after over three decades of service to the industry.


Mike Ebert, President
Puralube USA, Inc.

Mike Ebert is President of Puralube USA, Inc.  He is responsible for establishing re-refining operations in North America to complement Puralube’s two re-refineries operating in Germany.  Puralube’s operations use the licensed HyLube™ process. 

Mike had worked for Safety-Kleen since 1990 prior to joining Puralube in 2014. Mike was Refinery Manager of the Breslau, Ontario refinery from 1990 to 1994 and the East Chicago refinery from 1994 to 2005.  He was promoted to VP, US Refinery Operations in 2005, becoming responsible for all oil operations in the US.  He became VP, Oil Engineering and Business Development in 2011. In that capacity Mike was responsible for planning and executing growth in Safety-Kleen’s oil business, either through capacity expansion, product quality improvement or new product development.  Prior to joining Safety-Kleen Mike worked as a Refinery Engineer for Esso Petroleum Canada in both Sarnia and Toronto, Ontario.

Mike has been active in NORA since 2005.  He served as chair of the Re-refining Subcommittee from 2011 to 2014.  Mike received a Bachelor of Applied Science degree in Chemical Engineering from the University of Waterloo in 1982.  He graduated with distinction from York University in Toronto in 1985 with a Master’s degree in Business Administration.  He is a licensed Professional Engineer in the Province of Ontario.


Leon Glenn, General Manager
Texpar Energy, LLC

Leon Glenn has over 20 years of experience in the used oil industry. Leon has worked in every aspect of the business. He joined Texpar Energy in 2003 as a collection driver, where he quickly moved up to the manager of Used Oil Collections and Environmental Services. In 2010 Leon became the General Manager where he oversees all aspects of the business. 

Leon is a driven sales/operations professional with experience and proven success in setting production and revenue records, while driving down cost. Leon has a passion for business development and maximization of customer satisfaction in all levels within the enterprise. He is a proactive, analytical problem solver, who can align team members toward a common vision.

Leon has been an active NORA member for over five years. With his knowledge and experience he will bring leadership to the NORA organization at a time when the industry is at a historical crossroads.


Adam Gray, President
Environmental Energy, Inc.

There is a thin margin line between thriving and just surviving in an industry that in recent years has seen dramatic price fluctuation and consistent supply disruption from outside commodities. Adam Gray is equipped with both hands on experience along with a solid track record for strategic growth and margin management.

Having started Environmental Energy Inc. (EEI) in the summer of 2009 as a single truck recovery company Adam Gray has lead the expansion and diversification of EEI to include oily water recovery, spent antifreeze and mineral spirits along with used mineral oils.  

Since the inception of EEI Adam Gray’s main focus has been establishing educated, respectful route drivers that have the personal and business skills to solicit, close and sustain strong recovery relationships throughout the Midwest. These core values have allowed EEI to grow organically and through strategic acquisitions to over a 6M gallon annual recovery company.

Having operated a small to mid-sized recovery company Adam Gray understands and appreciates the challenges supply throughput disruptions have on cash flow and storage capacity and if elected to the Board Adam Gray would bring energy, optimism and a commitment to focus on exploratory ideas on new sustainable used mineral oil outlets outside Re-Refineries and Asphalt burners.


Kenneth Lefever, President
Environmental Recovery Corporation

Born and raised in Lancaster County, Pennsylvania, Ken Lefever is President of Environmental Recovery Corporation of PA and Environmental Recovery Corporation of MD. He graduated from Shippensburg University, Shippensburg, Pennsylvania with a degree in accounting and business administration and a minor in computer science.

Ken has worked in various family-owned businesses for most of his career. He also has Fortune 500 experience. He was an Area Controller for Republic Industries, a $3 billion integrated waste hauling company in Ft Lauderdale, Florida. He handled mergers and acquisitions of the east region which he helped grow from $30 million to $130 million in 18 months. In his position as President of Wilton Armetale he led a successful turnaround of the company taking annual losses in excess of a million dollars to a profitable company in less than a year which resulted in the sale of the business in June of 2010. In his current role with ERC the company has grown 20% per year with a focus on sales and marketing and new technologies for the operations. He helped spearhead the installation of a new “state of the art” waste water treatment facility, which doubled capacity of the company. He is active in all aspects of the company including sales and marketing as well operations.

He has been involved in numerous trade organizations including the Non-Ferrous Founders Society which is an organization of foundries throughout the United States and Canada. He was a past board member of Big Brothers Big Sisters of York, PA. He is an active member of the local Knights of Columbus. He has been coaching youth sports since graduating from college and currently coaches youth basketball and soccer.


Steve Lewis, VP, Speciality Products
Safety-Kleen, a Clean Harbors Company

Steve Lewis has over 24 years of experience in the used oil recycling industry.  He started his career with Safety-Kleen in 1991 as an oil collections route driver in Chicago. Combined with his interpersonal skills and a BA Degree in Communications and Management from Eastern Michigan University, he moved upward through the organization into the Used Oil Marketing division. He was a key contributor in expanding Safety-Kleen’s national oil collections through acquisitions and organic growth. He then moved via promotion into the Refining Sales and Marketing division, where he sold and marketed refined products as well as sourcing refinery feedstock. 

Steve is currently the Vice President of the Specialty Products Group & National RFO sales.   He oversees all sales, marketing and business development activities related to recycled fuel oil and refined fuels and asphalt from Safety-Kleen’s three re-refineries.
His Sales and Marketing experience includes:

Steve has been an active member of NORA representing Safety-Kleen, Which is now a division of Clean Harbors, since 1995.  He is currently sits on the Vacuum Tower Asphalt Extender Task Force.  Steve is committed to Safety-Kleen’s continued efforts to support NORA and our industry.


Jim Munnell, General Manager
Emerald Environmental

Jim Munnell has over 25 years of experience in the waste management industry. Jim began his career in the industry in 1986 for Rabanco Companies where he drove and operated a rolloff truck primarily dedicated to serving the City of Seattle contract. In addition to his primary driving duties, he filled in on other routes and subsequently became proficient in each style of refuse collection vehicle.

In 1990, Jim was promoted to a dispatch position for Seattle Disposal (a Rabanco company) and in 1994 he was promoted to Safety and Health Director at Seattle Disposal/NW Waste Industries.

After the sale of Seattle Disposal in 1993, due to his proven track record as a dependable and valuable asset to the team, Jim was asked to continue working for the Banchero group of companies as General Manager of Emerald Petroleum Services, now Emerald Recycling. In this position, Jim has been instrumental in the substantial growth and development of Emerald Recycling throughout the Western United States. The Emerald group of companies continues to expand services through sales, marketing and acquisitions and now owns and operates in seventeen separate locations throughout seven states.

The Emerald group of companies has a rich history in the recycling and waste management business dating back to 1938 and has continued to evolve and expand services. Today, Emerald is the region’s largest locally owned recycler of industrial liquid wastes – processing over 20 million gallons annually. In 2012, Emerald built the first used oil re-refinery of its kind in the Pacific Northwest and is re-refining oil to a new MDO standard.

Jim has been an active NORA member since 2003, and he is active and successful in bringing new members and vendor exhibitors to the Association. Through his business relationships in the industry, Jim was instrumental in helping to form the new British Columbia working group.


Carrie Reese, Business Development Manager
Intergulf Corporation

Carrie Reese has served in Sales / development at Intergulf since 2009.  Since receiving a degree in Psychology and Economics from the University of San Diego, Ms. Reese has spent a career in the environmental industry providing recycling and reclamation services to a wide range of industries.  Carrie served as a branch manager for mobley / us filter 1996-2005. She helped develop and grow vertex recovery from 2005- 2009. For 19 years she has provided Hydrocarbon Recycling and Recovery solutions to the Oil & Gas Industrustries throughout the US.  These efforts resulted in production of Recycled Fuel Oils and Reclaimed Motor Fuels helping to reduce the consumption of virgin fossil fuels.
Carrie has been an active member of NORA since 2001.  She has served as Chairman of the Distillation Fuels committee since 2011.  Her employer, Intergulf Corporation is a strong NORA supporter, with an active history of participation in the organization.


Associate Candidates

 Matt Edie, Sales Manager
 MultiTherm LLC
 Matt Edie is the Sales Manager at MultiTherm. MultiTherm provides Heat Transfer Fluids, System Cleaners, Heat Exchanger, Filtration Systems and Support Services to help customers successfully and economically heat and cool their manufacturing processes. MultiTherm has been in business for 38 years and a member of NORA since 2012. Matt has been a member of NORA for 10 years.

Matt has provided his products, and services, to the Recycling members in NORA.  Matt has successfully partnered with a number of the members, nationwide, to provide their services to his clients. NORA has been a valuable asset for Matt to provide reliable recycling services to his customers needing their thermal fluid picked up and recycled or disposed of.

With MultiTherm, Matt has many responsibilities beyond sales which including marketing, advertising, inventory control, and trade shows to name a few. Matt has signed a number of national accounts in the last three years with MultiTherm which have increased revenue and increased MultiTherm’s presence in the industry. Matt had a successful career in the telecommunications industry with Verizon for 15 years prior to moving to the Heat Transfer Fluid business 10 years ago. He lives in Philadelphia with his better half Amy Edie.

 Curtis Ellis, General Manager
 InTerraChem, LLC
Curtis Ellis is an 19 year veteran in the Oil Industry. Curtis started his career in the business with American Enviro Services, Inc. Curtis was the lead Used Oil Processor for the Oil Treatment Plant and lead operator for the Industrial Wastewater facility in Newburgh, IN.  He ended his tenure at AES as the Sales Manager over 5 locations in the Midwest region managing oil processing, emergency response, and waste water treatment.

In 2003 Curtis took a sales position with Midwest Custom Chemicals, Inc. (MCC) as the West Coast Account Manager (later portions of the east coast regions) selling chemicals into the NORA market for Demulsifiers and Wastewater Treatment Chemicals. MCC was acquired by Weatherford International and he became a regional account manager for Weatherford for 5 years.  

In August of 2012, Curtis helped organize the incorporation of InTerraChem (formerly known as International Treatment Chemicals) LLC, based out of Evansville, IN, taking a lead role as the General Manager and Managing Member.  InTerraChem (ITC) has grown from a Midwestern start-up company into an International Chemical Company selling products nationally and internationally.

 Ruben Garcia, General Manager
 Catalyst Trading Co, LTD
 Ruben Garcia Jr. is General Manager of Catalyst Trading Co. LTD, Fairfield Metals LTD and their subsidiaries in Houston, Texas.  The firm provides catalyst material, ceramic support, warehousing, logistical services, screening, and repackaging services to major refineries and used oil re-refineries throughout the US and Canada.  The firm also acquires and resells major refining equipment and operating units throughout the US, Canada, and abroad.  Prior to joining Catalyst Trading, Ruben was President of PRI Services, Inc. and Texas Land Holdings Inc. PRI Services provides hazardous waste management and transportation services and was acquired by Sprint Waste Services of Texas.  Texas Land Holdings remains in the Garcia family.   Prior to that, Ruben served as Vice President of Sales for Waste Processors Inc. and WPI Transportation Inc. which provided environmental services and hazardous waste transportation services throughout the US and was located in Houston, Texas. 

Ruben is actively involved with Texas Children’s Hospital in Houston Texas and currently volunteers his time in the PICU, NICU, and the oncology floor.  He has served (or currently serves) on various boards including The Michael Garcia Memorial Foundation, The Laura Recovery Center for Missing Children, First Community Bank (Advisory Board), South Houston C of C, Baywood CC, and City of Friendswood.  Ruben attended Kentucky Wesleyan College and the University of Houston, in pursue of his Bachelors in Economics.  Ruben is married to Traci Shugart-Garcia and together they have four children and three grandchildren. 

Catalyst Trading Co. joined NORA in 2013 and Ruben leads the company’s involvement with the organization.  Catalyst Trading believes in maintaining an active role within NORA and has provided speakers, sponsorships, and support to the organization.  We understand that NORA is great resource to our firm, to its members, and some of our customers, therefore we will continue to do our part in seeing the organization succeed in the years ahead. 

Mills (Bubba) Heard, Energy Manager
Oldcastle, Inc. 
Mills joined APAC (now Oldcastle Materials) in January of 2001 working with the APAC Fuelport Division.  From 2001-2007 Mills managed Recycled Fuel Oil procurement activity for all the APAC companies across the southeastern US and provided technical assistance for the use of Recycled Fuel Oil at close to 400 Hot Mix Asphalt plants.  During that time APAC’s RFO program grew from 4 million gallons used annually to 58 million at its peak.  Nearly every APAC plant was converted to RFO during this time.  The “APAC RFO System” also received a patent during this time. APAC/Oldcastle has been an active member of NORA since 1999. Mills has attended most meetings while using NORA as a resource to network and stay on top of the industry trends, changes, and regulations. Oldcastle was a contributor to the NORA Defense Fund and Mills has been a speaker at past meetings. Oldcastle’s membership in NORA has allowed for awareness and involvement in government affairs & industry advocacy, knowledge & education, public relations and more.

In 2007 Mill’s role expanded to Utility and Energy Specialist for the Oldcastle Materials Group Southwest Division working with the Mississippi, Memphis, Trotti & Thomson, Texas Bitulithic, Arkhola, McClinton Anchor, and Oklahoma Oldcastle companies. In this role Mills served as the primary resource to analyze and implement various cost savings with regard to electricity, natural gas, propane, RFO, diesel, and Bio-Fuel.  He has managed and led many efficiency projects in this role and led procurement efforts for Electricity, NG, RFO, and Bio-Fuel. In 2011 Mill’s role expanded to Energy Manager for Oldcastle, Inc working with all Oldcastle companies (Oldcastle Materials, Oldcastle Building Envelope, & Architectural Products Group)  in MS, LA, TX, TN, AR, & OK.  He continues in this role as Energy Manager today.  Mills has a Bachelor of Science degree in Industrial Technology from Mississippi State University.  

 Mike Murray, Director of Sales, TankScan
 ATEK Access Technologies
 Mike was born and raised in Minnesota, where he has over 25 years of experience working in various capacities in the automotive repair business. He has managed large retail chains and worked with independent operators so he has a good understanding of the business from the waste oil generator perspective. Mike has served on the TireOne advisory board and the Lake Region / Centra Sota Oil Company board, each for four year terms where helped Tireone dealers communicate their needs or concerns to the distribution company. He also worked with Centra Sota / Lake Region on several accusations and mergers.
Mike is currently the Director of Sales for the TankScan product line of ATEK Access Technologies. He has worked with many NORA members, from very large national and regional collectors to independent operators, to help them be more efficient and deliver superior customer service. ATEK has been a supporter of NORA since joining in 2013, speaking at the 2014 conference as well as being a corporate sponsor of the conference.   Mike will be speaking at the 2015 conference addressing best practices in optimizing bulk storage. 
Mike has an outgoing personality and is passionate about the tank management and IoT marketplace. He enjoys playing golf and is an avid sports fan. 

 Gary Risse, Senior Engineer
 Trihydro Corporation
From 2009 until the present, Gary Risse has been a Senior Engineer with Trihydro Corporation. He received his B.S. in Civil Engineering from Georgia Tech. He is a registered Professional Engineer in Georgia and has over 29 years of experience in the environmental field. His Background includes Resource Conservation Recovery Act (RCRA) closure and corrective actions, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Superfund site waste removal and decontamination actions, Toxic Substances Control Act (TSCA) driven cleanups, centralized water treatment, and bulk chemical transport container cleaning.  His firm Trihydro, serves clients in nearly all parts of the oil & gas production, refining, re-refining, and distribution industries.  This experience provides unique insight and perspective into the industry, and one that has value to the NORA membership.

Since starting with Trihydro in 2009, Mr. Risse served as his Company’s lead liaison with NORA, and actively participated in each NORA meeting since June 2010.  He currently serves on the NORA EHS Committee and has presented in the first two EHS-Day meetings.  His expertise in wastewater, remediation, oil processing, and related industries has provided an excellent platform to serve NORA and its membership at large.  He has presented numerous times during scheduled NORA events, on topics such as Environmental Due Diligence, Odor Controls, Compliance, and Health & Safety issues.  In addition to working directly with NORA, his firm has assisted several NORA members with a variety of environmental matters; all while remaining cognizant of the need for his clients to maximize profitability.

Mr. Risse has served in a variety of professional capacities throughout his career.  He initially began as a staff engineer for a consulting firm where he performed environmental investigations and remedial actions at active and legacy industrial facilities across the US.  He later moved into an industry position in the early 1990s a Wastewater Engineer and ultimately was General Manager of Operations for a multi-location centralized wastewater treatment company which was affiliated with a bulk chemical transport container cleaning business. From about 1996 until 2009, Mr. Risse was the Senior Remediation Engineer for Safety-Kleen and oversaw site remediation activities, emergency response actions for more than 50 RCRA facilities in the southeastern US and Puerto Rico. 

 Scott Shepherd, EVP - Environmental Practice Group Leader
 Senn Dunn Insurance a Marsh & McLennan Agency Company
Scott Shepherd joined Senn Dunn Insurance in 2004. He serves as the Environmental Practice Group Leader for the insurance team in the Mid-Atlantic region. His team works with over 75 companies across 14 states. Senn Dunn is a Marsh & McLennan Agency LLC Company. 

Through Scott and his team, Senn Dunn provides services to help our clients identify, measure and manage their environmental liabilities. The environmental team at Senn Dunn designs and implements solutions for recycling operations, property transfers, hazardous material operations, demolition projects, site pollution issues, environmental contractors, asbestos abatement, used oil recycling operations, and UXO remediation projects. Clients can count on Scott for straight talk and dependable risk management advice when choosing coverage options. 

Scott is a current member of the National Association Of Responsible Recyclers (NORA). NORA is representing liquid recycling companies and promotes liquid recycling including oil and antifreeze. Scott is also a member of the National Association of Ordinance Contractors (NAOC), which is a non-profit industry trade organization that represents companies that perform munitions response and other services. 

He is a graduate of Winthrop University and supports his community by volunteering with Habitat for Humanity and his church. Fishing, golfing and spending time with his family are his leisure time activities.
