NORA Meets With EPA About PCB/TSCA Reform 

NORA’s proposal to be submitted to EPA Office of General Counsel within two weeks.

On Thursday, September 4, 2014, NORA met with EPA representatives related to the association’s PCB/TSCA Reform proposal.

If adopted, NORA’s proposal would allow members who follow the association’s Best Management Practices to handle unintentionally diluted PCB contaminated used oil in its as found condition. Generally, that used oil would be able to be burned as off-spec fuel or to be processed by a hydro-treating re-refiner.

NORA’s Executive Director Scott D. Parker stated, “The association’s proposal would dramatically reduce the cost and liability associated with a PCB hit. The group of people from EPA working on this are extremely interested. They are bound by rules and laws but they recognize the issue and are trying to work with us. We fully expect positive results.”

EPA reported that NORA’s proposal will be reviewed with the EPA Office of General Counsel within the next few weeks.

NORA representatives included Executive Director Scott D. Parker, Senior Consultant Jack Waggener and Consultant Steve Shimberg.
